On June 10, 2024, Vermont Governor Phil Scott signed House Bill 626 into law, thereby establishing a division of animal welfare as part of the Department of Public Safety (Department). The Department will have until January 1, 2025, to hire the new division’s director. This is a foundational step for developing, implementing, and administering a centralized program for investigating and enforcing animal welfare requirements in the state. The American Kennel Club (AKC) extends its deep appreciation to bill sponsor, Representative Waters Evans, Governor Scott, and the Vermont General Assembly for their leadership and support. Sincerest congratulations are offered to the Vermont Federation of Dog Clubs (Federation) for its tenacious advocacy campaign.

SENATE BILL 301 – PET SHOP BAN BECOMES LAW
Despite opposition from AKC and the Federation, S. 301 as amended (page 43) was signed into law on May 30. Vermont licensed and inspected pet shops will now only transfer dogs or cats if sourced from animal shelters and rescues. The one exception would be for a single shop operating in the state, as long as it does not transfer shop ownership or more dogs and cats than last year. It is effective on July 1, 2024.
